Bane would eventually be discovered at Santa Prisca by Prof. Hugo Strange would visit Pena Duro in search of test subjects for his experiments in trying to create a drug that would enhance people's physical characteristics beyond normal levels.

After Hugo Strange's plans to bring about the fall of Gotham are foiled by Batman, Ra's deploys Bane with a contingent of men in order to take out both of them in preparation for his master's arrival with which he'd finish the destruction of Gotham.

In the disarray after the attack of Strange's genetically engineered "Monster Men" the crooked politician Rupert Thorne makes a play to become mayor by attempting to take control of the situation in Gotham but struggles. Bane offers his services as a mercenary and Thorne agrees. Bane and his men work for Thorne for awhile. Eventually managing to get control over the deployment of men and arms in his organization as well as the civic services departments.

He first targets Strange's muscle and front-man Killer Croc. During a religious festival Croc makes an appearance at, him hoping to retain whatever power he had accumulated in the underworld prior to Hugo's defeat among the wreckage, Bane sets up an ambush. Croc is chased into the sewer away from his henchmen where Bane awaits fully prepared with the environment rigged to his advantage. Bane manages to not only defeat Croc in single combat but he breaks both of his arms and leaves him in a coma as well. Hanging him from a cross on a parade float to let the world see him broken.

Through Thorne's resources he manages to attain evidence of acts of corruption on his part as well as the dirt he had gotten for himself on Gotham's other most powerful citizens as potential leverage and begins to release it to the public in order to further drive the wedge between them and the common people. He also uses the public service access and resources as a means to sneak explosives onto all the bridges connecting the city to the outside world.

Batman had assumed that Bane was just another muscle-headed thug. Merely a pawn for Thorne the same way Croc was for Strange. He'd be proven wrong when like he had done to Croc, Bane set up a trap for Batman in one of Thorne's arms depots hidden inside a rundown factory. The two battle and Bane eventually manages to break his back. And similar to what he did with Croc, Bane takes him in front of city hall where he presents the broken Batman to a crowd that includes a couple of news crews. They all looked on in awe. Bane tells them that Batman was nothing but a false hope. An opiate that kept them at bay and allowed the corrupt system to continue business as usual whilst they were still left in endless turmoil. He unmasks Batman before them as Bruce Wayne and throws him down the steps. Showing them that he was merely another one of their oppressors beneath the mask. Some of Bane's men then grab and drag Bruce away. Bane told those that with the city in its weakened state was now the time to take advantage of it and act and that those in attendance need to spread the fire of revolution. After which they storm the building in order to go after Thorne. Bane then has the bridges detonated in order to cut Gotham off from the Outside world.

Bane would speak to Bruce in a holding cell where Bruce would demand to know what he is hoping to accomplish. Bane argues that Strange's plan in concept wasn't bad, but rather than an external force attacking from without, the destruction of the city needed to be carried out at its roots by using its own people. He said all they needed was for their illusions to be shattered and to have a true "Superman" to follow.
